A sales manager runs people. A VP of Sales runs the system the manager works inside: the pipeline math, the forecast, the comp plan, the hiring bar, the cadence.
hire the manager. It costs less and it will work.
Hire the fractional seat when the problem sits above the manager. No forecast you trust. Deals that die in the same place every month and nobody can name it. A comp plan that pays for activity you do not want. Two good reps and three you already know are not going to make it.

How long does a fractional VP of Sales engagement last?
Commonly six to twelve months. The seat is doing three things: fix the system, hire or promote the person who runs it, then hand it over. If the engagement has no handover plan in it, you bought a permanent cost instead of a fix.

The usual band is $5M to $30M in revenue, with somewhere between three and twenty people selling. Below that the owner is normally still the best salesperson. Above it a full-time leader is generally justified.
What are the contract terms?
Month to month, 30 days notice, no equity, no long-term agreement, no deck. If the seat is not earning its fee, you should be able to end it in a sentence.
